Any merge letter you create belongs to you and only you can edit it. However, you can make the letter available for others to use. By default, it is available for anyone else to use. This is indicated by the fact that the Public radio button at the top of the form is selected. If you change this to Private no-one else will have access to the letter. But by clicking the Delegate button you can select individuals who will have access to it. Select each member of staff you wish to delegate access to from the dropdown and then click the Add button.
You may of course be given access to merge letters created by someone else. If you want to view these you need to click the Others radio button.
